    Activate by Phone steps:

    a) If you have access to the Start button: Click the Start button, and type in "slui.exe 4" in the search field and then press the "Enter" key. This will bring up the Activate by Phone dialog window. Follow the steps provided by the window. The phone activation process should only take about 6 minutes.

    b) If you do not have access to the Start button: Reboot and login to Vista, a dialog window will come up. In that window, click the option "Access computer with reduced functionality". Once you do that, Internet Explorer or Firefox browser will open. In the address bar type "c:\windows\system32\cmd.exe" press enter, a new window will come up, type: slui 4 and hit enter and follow steps to Activate over the Phone.

NOTE: The key to this process is that you need to talk to a Live Activation Rep! When you first call, you will be interacting with an Automated Voice, either select the option to talk to a Live Rep or if there is no option, do not enter any numbers. This should force the automated voice to transfer you to a Live Rep.

The core to your particular issue centers on the line in your Diagnostic Report, that reads:

    File Scan Data-->
    File Mismatch: C:\Windows\system32\gdi32.dll[6.0.6000.16643]

This line means that the critical system file gdi32.dll has either

    a)     Been tampered/modified/become corrupt to the point that its Signature Hash no longer matches the Signature Hash listed in Vista's System Catalog.

    Or

    b)     Been updated but the file's Signature Hash was not updated, in Vista's System Catalog to reflect the updated file's new Signature Hash.

Vista compares a Critical System file's Signature Hash with the Signature Hash listed in its System Catalog to determine if that Critical System file has been tampered with. When this happens, depending on the file that has been tampered, Vista may show as Genuine or Non-Genuine, but either way, Vista won't Validate correctly and may also exhibit other strange behavior.

There are no Updates that contains gdi32.dll so possible cause b) is unlikely.

To resolve your issue, we need to replace or repair the file so it's Signature Hash matches what is listed in Vista System Catalog. I can provide a couple of suggestions to do this:

    A)     Install Service Pack 1 for Vista (found at http://www.microsoft.com/downloads/details.aspx?FamilyID=b0c7136d-5ebb-413b-89c9-cb3d06d12674&DisplayLang=en). SP1 may contain an updated copy of this file which would overwrite the bad copy and resolve the issue. (disregard this step since you have already tried SP1 and it failed to install)

    B)    Repair Windows using System Restore:

    1) Reboot Vista into Safe Mode

    2) Go to Control Panel

    3) On the left hand side of the Control Panel window, Click on "Classic View"

    4) Double-click "Backup and Restore Center"

    5) On the left hand side of the window, click "Repair Windows using system restore"

    6) Select "Choose Different Restore Point", Put a check in the box that says "Show restore points older than 5 days", select the restore point that corresponds to the date Before you first noticed the issue.

    7) Click the "Next" button.

    8) Reboot back into Normal mode

    9) Vista should no longer be in Reduced Functionality mode

If neither of these solutions resolves your issue, the last resort, that I can provide, is to reinstall Vista. But before you do that, create a (no cost) support request at http://go.microsoft.com/fwlink/?linkid=52029 and see if they can provide any additional alternatives.

  • I have also downloaded SP1 and tried to install it, but also receive an error message, (quota?).

Wiping the drive isn't really an option as no back ups and also the free version of office 2007 doesn't appear to be able to
    re-download it.

3 hours on the phone with MS, they were refered to Dell, Dell referend them back to MS.  It appears to me after looking at the install logs that it was SP1 that caused the issue.

System restore isn't an option as they tried to many times to get it running post install attempt of sp1, and they don't have any versions to restore previous to sp1.

Not sure if you saw my addtional post:

    --------

Any ideas on how to get around this quota error?

another thought:  I have another vista system that has what I belive is a good copy of the gdi32.dll which I have saved to a thumb drive and attempted to copy over, but the file system prevented me from doing so.

Its strange that the other  machine lists the Windows\system32\gdi32.dll[6.0.6000.16643] as the same version, and it runs fine.
