I just noticed an oddity in the forums I moderate...
in http://social.microsoft.com/Forums/en-US/genuinewindows7/thread/e82268c3-d5a3-48c7-a711-3a7fb44abf4e
There's a sub-title in Chinese characters...
(Apparently this translates as 'Top')
while other stickies in the same forum have English text
Checking the sitckies here in the Reportabug forum, there's nothing at all.
Is this accidental, or what?

I agree your issue seems different, but I believe we have also seen it in the past. I have to look for the older thread. And I still see it occasionally, I believe I saw it yesterday. I have no idea what happens. Sometimes it's the "Vote As Helpful" button, or some other text, while most of the display is fine. And the language varies.

That's a totally different issue - in this one, everything else is in English, as expected.
