Local Exchange Contacts to E.164 format Script?

Are there any scripts available to change a users local contacts in exchange from 919-555-5555 to +1-919-555-5555. The local contact intergration to OCS is great, but most users do not have their contacts in E.164 format. I hope there is something out there for this.

You don't necessarily have to change the number attributes in AD, you can use the Address Book normalization features to convert the end results into E.164 format.

Unfortunately I have tried this and it only seems to effect AD contacts. What I'm looking for is to change local outlook contacts from invalid formats to E.164.

The Address Book Service will normalize numbers in Outlook contacts as well, but it doesn't 'change' the number itself if that is what you are trying to accomplish.
