Cannot access the live meeting webservice,lmwebservice(https://lm.microsoftonline.com/lmwebservice.asmx?wsdl)

I need to integrate live meeting api with my application.I have created all the xml messages required to send to the server.I need to add a reference of the webservice https://lm.microsoftonline.com/lmwebservice.asmx?wsdl to my application.But when i tried to add that it is asking for my login credentials.I have given the Microsoft online services username and password.But I am getting a message like "Service unavailable".I have tried the same link in browser ,but still I am getting the same error.It would be great if anybody suggest a solution on this..
