If your details for your subscription LiveID at
https://billing.microsoft.com show your country as US and cannot be changed, you have 3 choices:
1. Abandon this subscription when it expires and purchase a new subscription by using a new LiveID. This will require uninstalling and reinstalling OneCare. You can purchase a new subscription online or use a retail copy.
2. Purchase a retail box copy of OneCare and renew your existing subscriptio at
https://billing.microsoft.com by selecting the option to renew with a PIN or key.
3. Contact Billing support for help. However, past reports here have indicated that they may not be able to change the profile information for your Billing account.
