Sorry, there is no work-around for your situation.
You have to either do a Telephonic Activation or do a clean installation using the Compaq recovery CDs. Has anyone contacted HP/Compaq to see if they have the Recovery CDs that can be shipped out to you?
Also, I am curious as to why you cannot call for activation from Jamaica? This MS KB article lists international call center phone numbers: http://www.microsoft.com/licensing/resources/vol/numbers.mspx These are volume activation call centers, but they should be able to supply the info you need.

Good Morning Vertigotech,
I would like to provide additional information to Dan's post. Recovery CD’s are specific to your computer manufacturer and model. Please contact your manufacturer's technicial support for assistance. They should be able to assist with your request and/or questions. As Dan mentioned try and order the recovery media. Since the telephone number and web sites are not maintained by Microsoft we cannot make any warranty as to their validity.
