I can not turn on windows live one care from firewall, live one or security settings. Has any any one else had this problem or know the solution?

You cannot turn on OneCare from the Windows Security Center in Control Panel and the firewall is configured from within OneCare.
Is this a new installation or did the problem just begin?
Is the OneCare icon visible in the system tray and, if so, what color is it?
When you double click the OneCare system tray icon or click the Windows Live OneCare entry on the Start menu, what happens?
What error message are you seeing? Does OneCare report that the firewall cannot be started?

I am having the same problem, I have a red shield and a red I. This problem did not happen until I updated to the lasted Microsoft service pack for vista. Today.Tuesday, June 24, 2008 7:00 PM

Same problem doesn't help since the original message didn't explain the situation. When you open OneCare, what action does it indicate that you need to take? If you updated Vista to SP1 and this problem happened, you may want to consider reinstalling OneCare.
Open OneCare, click Help/About. Make a note of the Subscription ID as this is needed to activate the reinstall.
Go to Control Panel - Programs and Features and remove Windows Live OneCare
Reboot
Go to http://onecare.live.com
Download the trial of OneCare
Open OneCare after the reboot and activate/subscribe with the Subscription LiveID and password.
