Buying a Win7 licence - Only

I have Win7 Ultimate on my Desktop - & have a Netbook with Vista on .. I was promised a Free upgrade to Win7 for the Netbook - but, despite several attempts to contact the shop I purchased it from, have been unable to get this ..

Soooooo -- I am now wondering if it is possible to Just buy an Additional Licence to use with the Ultimage DVD I already have - in other words - buy a Licence No to activate the Ultimate on the Netbook ..
