    Welcome to the MSDN forum.

    Do you want to upgrade TFS 2012 to Azure DevOps Server 2019? If so, per thisdoc and we can know “Direct upgrade to Azure DevOps Server is supported from Team Foundation Server 2012 and newer”, you can have a look at this document to upgrade it.

  • It isn't supported, as you can find in the Azure DevOps Services Migration Guide and the Migration tool, the current oldest version supported is Tfs2018 Update 3. So you will need to upgrade to that version first.

    Do note that this will also mean that you need to upgrade the SQL server database your are using to MSSQL 2016.

  • First, install TFS, then run the upgrade configuration wizard. If you move the TFS application tier to new hardware, you must update the URL for the application tier after you finish running the TFS upgrade wizard.
