Your work or school account is strictly associated with your workplace or school and has nothing to do with Microsoft.
From another perspective, Microsoft has no access to your school or workplace network.
I would be surprised if Answers.microsoft.com allowed you to do this, for the same reasons. It is possible however, since answers.microsoft is a public end-user forum, that it accepted this type of account as an account creation method. (Not actually using
the work/school account, but using the same username/password).
Technet is less of an end-user forum, and more for Microsoft support professionals. The forums are a sub-section of a larger Technet network, which includes a number of resources that are only available to Technet subscribers, therefore an actual Technet
(or Microsoft) account is required.
