    I did run as administrator and it said the service was stopped successfully.

    Hmmm - odd!
    I can only think that either the service was restarted again by a background process, or that the permissions for the file have gotten corrupted.
    I'm not sure how to proceed from here (except to try again), without a bit of research, and/or your creating a no-charge support incident with MS
     
    If you go the support route, since you seem to be in the US, start here for the Support request....
    Please let us know how you get on - and what the solution is!

    I suggest that you first try rebuilding the Licensing store....
     
    1) Click Start button.
    2) Type: CMD.exe into the 'Search programs and files' field
    3) Right-Click on the found CMD.exe and select Run as Administrator
    4) Type: net stop sppsvc   (It may ask you if you are sure, select yes)
    Note: the Software Protection service may not be running, this is ok.
    5) Type: cd %windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\SoftwareProtectionPlatform
    6) Type: rename tokens.dat tokens.bar
    7) Type: cd %windir%\system32
    8) Type: net start sppsvc
    9) Type: slui.exe
    10) After a couple of seconds Windows Activation dialog will appear. You may be asked to re-activate and/or re-enter your product key or Activation may occur automatically.
     
     
    Once complete, please run MGADiag again, and post the report back here.

    An earlier poster with a similar problem found that it was caused by a program called Net Limiter - if you have such a prgram installed, try uninstalling it.

    That one is identical to the earlier one - and was generated only a few hours later, if I'm reading it right. Are you sure that it was produced after recreating the Licensing Store? If so, then something didn't 'take' in the rebuild, or the System Restore has put back broken files. - so I'd have another go at it.
    Make sure that you take careful note of any error messages produced.
     
    1) Click Start button.
    2) Type: CMD.exe into the 'Search programs and files' field
    3) Right-Click on the found CMD.exe and select Run as Administrator
    4) Type: net stop sppsvc   (It may ask you if you are sure, select yes)
    Note: the Software Protection service may not be running, this is ok.
    5) Type: cd %windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\SoftwareProtectionPlatform
    6) Type: rename tokens.dat tokens.bar
    7) Type: cd %windir%\system32
    8) Type: net start sppsvc
    9) Type: slui.exe
    10) After a couple of seconds Windows Activation dialog will appear. You may be asked to re-activate and/or re-enter your product key or Activation may occur automatically.
     
     
    Once complete, please run MGADiag again, and post the report back here.

    That probably means that the service hasn't stopped - possibly you weren't using the Administrator Command Prompt?

    Hmmm - odd!
    I can only think that either the service was restarted again by a background process, or that the permissions for the file have gotten corrupted.
    I'm not sure how to proceed from here (except to try again), without a bit of research, and/or your creating a no-charge support incident with MS
     
    If you go the support route, since you seem to be in the US, start here for the Support request....

    Just seen your later post - looks as if the tokens.bar file already exists - try renaming the file to tokens.old instead.
    This may clear the problem.
