This copy of Windows is counterfeit. It is a "factory installed" license of Windows 7

Windows License Type: OEM SLPthat could not have been installed at the factory. The computer was built on November 25, 2008

but Windows 7 did not release to manufacturers until July 24, 2009, almost a year later. Also the manufacturer was Hewlett Packard but the computer appears to have a Dell SLIC table in the BIOS.

This copy of Windows 7 is a copy from a later computer that was hacked onto this computer and is not valid. OEM SLP licenses are not transferrable. You need to restore the original copy of Windows that shipped with this computer or purchase a full license copy of Windows 7.

Type 2 OEM SLP licensed Windows is available only to major computer manufacturers for installation at a factory using SLP technology. These companies pay a royalty to Microsoft and this type of Windows requires a specific code in the BIOS on the motherboard which is unique to the make and model in order to self-activate. That is why your copy is a fake.
A customer can purchase a Type 2 OEM SLP recovery disk from the manufacturer which restores the computer to factory condition. Installation disks like you find in a retail package are not available for this type of Windows. These recovery dvds have not for resale licenses. If you purchased a recovery disk on eBay it would be for a specific make and model computer and you would have to install it on the correct make and model in order for it to be genuine. If the ebay seller represented this copy as retail Windows then you have been defrauded.
You need to restore the original Vista or purchase a full license Windows 7. An upgrade copy will only be valid if you first restore Vista. You cannot upgrade a non-genuine copy like you have now.
Do NOT purchase expensive, licensed software like Windows, Office, Creative Studio, etc. from an individual seller unless you know that seller personally. eBay, the Amazon Marketplace, and discount websites are filled with counterfeit copies of these important products. There are tens of thousands of these counterfeit copies being sold worldwide. The only safe way to purchase Windows is to purchase from the Microsoft Store, Amazon Corp., or other well-known seller.

Microsoft uses such a tool internally but it is not available to the public. There are some security considerations involved. Also, a product key can show as genuine today and be blocked by Microsoft for abuse tomorrow. This is happening with fraudulently obtained MSDN product keys right now. Review some threads in this forum to see how this works. In such a case a tool like you describe would simply mislead you.
The Microsoft tools online all require installation of Windows in order to use them. The MGADiag tool is one and the validation website http://www.microsoft.com/genuine/validate/ is another.
The ONLY safeguard when buying Windows is to KNOW THE SELLER. That is why you should only purchase Windows from the Microsoft Store, Amazon Corp., or other well respected Microsoft partner. NEVER purchase from an auction site, discount website, the Amazon Marketplace, or from ANY individual seller. The temptation is to try to save a lot of money but the result is money thrown away and still having to pay regular price on top of the loss.
