This machine appears to have been manufactured well before 2017 (possibly as far back as 2014)- I suspect that the BIOS has been updated.
That said, the usual cause of this error is that the machine has been re-installed using retail media, rather than the required Manufacturer's Recovery media.
You will need to reformat and reinstall using the proper manufacturer's Recovery media.

Microsoft stopped selling OEM SLP versions of Windows 7 in 2014. Your PC was manufactured in 2017. If you wish to use Windows 7, you'll need to purchase a new Windows 7 license and perform a "clean install". Genuine Windows 7 professional licenses can be purchased here.
