Software Licensing service is not running.
Your situation is caused by the problem highlighted above -Have you been using any form of Registry Cleaner??First check that the Service is set to start Automatically – click on Start, in the Search box, type SERVICES.MSC, and hit the Enter key. Accept the UAC prompt, then look in the listing for the Software Licensing Service – right-click on it and select Properties. Make sure that it’s set to Automatic, and click Apply – then try and start the service using the buttonOnce that’s properly set, Start the service – how long before it appears to stop again? Is there anything in the Event Viewer to indicate why it stopped? – is there an error message? Please run the following commands in an Elevated (Admin) Command Prompt Window, and post the results.net start slsvcsc qc slsvc
sc queryex slsvc
sc qprivs slsvc
sc qsidtype slsvc
sc sdshow slsvc
copy and paste the results into your response. (click on the black/white icon top left of the window, click on Edit...>Select All, and hit the Enter key to copy the whole thing to the clipboard, you can then paste it to your response).Download, install, update and run a Full System scan with Malwarebytes Anti-Malware (www.malwarebytes.org ) – remove everything it finds. Your problems may be the result of malware.

Thank you, i am now running the full scan. I believe my borhter whom also use this computer was using a registry cleaner. once I started the service there sere no problems (didn't stop and no error msg occured) I think, I must have stopped it when following other form fixes and never turned it back on and here are the results from the cmd window.

I had some problem when i loaded the code. The first time it came back to the orginal screen i reentered it, it said it was sucessful and windows was genuine but when I hit close it went back to the same window where I input the code it was still there but was busy I wait for awhile then closed it. Everything seemed fine after.

That looks OK, apart from a minor error that should be cured by validating at www.microsoft.com/genuine/validateWhen it passes, you'll be offered MSE and IE9 - you don't have to take them :)
