iFrames and HTML web resources will not display on form - Dynamics 2011

  I created an HTML web resource in an attempt to display some text and a hyperlink in my form.  After publishing the web resource and the form, I cannot get the form to display it no matter what settings or browser I use.  I have added it and published it several times.  I get no errors (that I can see), and after viewing the source in IE, the web resource part is not displayed at all.  Seems to be just ignoring it.  Interestingly, I tried to use an iFrame instead, and that will not show up on my form either.  Now I am wondering if I have a server setup issue, since this is an on-premise deployment.  I would be grateful for any help troubleshooting this issue.  Thanks.
