Being attacked by AV security suite.

I have been starting my pc in safe mode. Ive ran rkill.com several malware programs. I have disabled my server proxy,and Ive ran the windows malicious software tool. Nothing is detecting all of the infections this thing has left on my pc. The minute I reboot after a scan it appears again. It is now mainly attacking in windows security by sending false security alerts.
