Can not Validate Windows XP installation after re-install

Question
-
Error using Windows Update (script error), Error logging into Hotmail (Script Error), Error logging into "Live" (script/unknown problem error), etc. removed XP SP3, and IE7 and performed XP re-install from OEM Software CD.
Script error mostly corrected. Error updating Windows Installer 3.1 (silent failure via Automatic Update), Error updating to IE7 (can not install) Error updating to XP SP3 (install failed)

Errors include:
Cannot update to IE7 (silent error - problem installing) Internet Explorere installatio did not complete, You must restart your computer to remove any changes set has made.
Cannot update via Microsoft upate (silent error - problem installing)
Cannot validate XP Professional installation:

I confirmed ActiveX Controls add-on enabled. Stoped control, closed IE, opened IE, started control, closed and restarted IE, ran WGA validation checks as noted, still will not validate.
When trying to run the Windows Genuine Advantage validation check located on the Windows Update web site, you receive the following error code: "0x80080299"
