"Edit Item" not available in new view?

  In WSS 3.0 and Pj Server 2007, I created column "NoNewData"  and then ceated a view to dispaly a message "No change during the reporting period" for that web part instead of seeing this;

  There are no items to show in this view of the "Risks" list. To create a new item, click "Add new item" below.

  My solution is simple but it works.  My question is why can I not get the "Edit Item" drop down list on this column? in the other views you can edit a record.
