XP MCE SP2 Unable to activate

HI, I bought a new Dell laptop with Vista, but had some problems and needed to dual boot with XP. I bought a genuine OEM version of XP MCE from Scan (www.scan.co.uk) and have the COA. After 17 hours, I have now managed to install all the drivers, but cannot run the activation program. When the activation popup comes appears, I click on it and it disappears. I've also looked in Accessories->System Tools, and there's no activation link there. I tried ringing for a phone activation, but gave up the will to live after 40 minutes (as I'd already spent 12 hours fixing the XP installation today) . I've installed SP2, by the way.
Any ideas?

If you cannot successfully activate via the internet, then choose the alternative option to "activate by phone".
How to activate Windows XP by phone:
To contact a Microsoft customer service representative to activate Windows by phone, follow these steps:1. Click 'Start', point to 'All Programs', point to 'Accessories', point to 'System Tools', and then click 'Activate Windows'.
Or,
click the Windows Activation icon in the notification area (aka system Tray).
Or,
clicking Start button, then Run, and type in "oobe/msoobe /a", then press the Enter key located on your keyboard.2. Click Yes, I want to telephone a customer service representative to active Windows now.
3. Follow the steps in the Activate Windows by phone dialog box, and then click Next.
4. When activation is completed and you receive the following message, click OK.

Seems that oobe/msoobe was missing. I installed it using Run-> /inf , but the activation screen was then blank. Eventually had to do a complete reinstall, but this time, for some unknown reason, it went perfectly. I can' t see why it worked this time and not the last, but there you go...
