Call Forwading disable for certian users

  Hi,
  
  I would like to know if there is a way of disabling call forwarding to external number for certian users. I've tried the GPO but this will only work for people that are using domain connected machines and if there is a clever user he'll be able to pypass this settings.
  
  Is there is application setting that i can enforce instead of GPO settings?
