More fidelity on permissions of syncd files and folders

  Add more options to control sync of an individual file or folder.  For exampe:  read only, read/write, delete.  It would be nice if you could limit what a remote can do.  Disaster scenario, you sync a folder and the remote syncs then deletes the contents.  Set it up similiar to properties of a standard folder
