Hangs up in what way? What does that mean? Error messages? Is it green in the system tray and you can't open OneCare to change or view settings?
If so, that's probably a corrupt .Net Framework update:
To repair .Net Framework 2.0 on XP:
Open Control Panel
Select Add or Remove Programs
Locate Microsoft .Net Framework 2.0
Select the entry and when the installer launches, select Repair.
Reboot when it completes.
