Is missing Module 3/DLCG/time.dll the cause of laptop going blank while in use, 8 beeping sound starts.

Win7 OS: It seems that after clicking 'Up' or 'Down' arrow, then clicking 'Left' or 'Right' arrow on keyboard cannot navigate 'Windows Photo Viewer' to the next picture.
