Invalid Product Key in WGA

I purchased a copy of XP on eBay, and as far as I can tell it is a completely legitimate copy using the checks from http://www.microsoft.com/resources/howtotell/default.aspx?displaylang=en
It is a Professional XP version.
It reads OEM Software in black lettering.
It does not ask me to activate but fails to pass WGA. I have a feeling that I have been ripped off. Here is the output from the diagnosis tool:

I would like to provide additional information along with what Dan previously provided regarding contacting HP. Recovery Media is specific to your computer manufacturer. Contact your manufacturer to assist with your request and/or questions. Since the telephone number and websites are not maintained by Microsoft we cannot make any warranty as to their validity.

You may (or may not) have received a genuine CD, but your Product Key is invalid and is likely a "keygen" key, meaning it was created by a pirating program that generates Product Keys that fit the algorithm but are nevertheless nongenuine.
This is definitely the work of either an uninformed or dishonest seller. Either way, you did not get the genuine software you paid for. Please take the appropriate steps thru eBay and/or PayPal to report the seller and get your money back.
Your report shows that you have an HP laptop computer. Does the computer have a Certificate of Authenticity for Windows affixed to the bottom? It might be for XP or for Vista. If so, you are most likely still licensed to run that version and edition of Windows so there would be no need to buy a Windows License, you just need to get Recovery CDs to reinstall Windows back onto the computer. To do so, contact HP customer service.

First have you contacted EBay and/or PayPal regarding this problem? Where PayPal is an EBay company, both websites are separate. Both websites will want to be contacted regarding your transaction to work with you. Where we are not aware of their exact process, we do recommend you looking into PayPal’s Resolution Center if you used PayPal to pay for your transaction.Please answer the following questions. We do appreciate your post and help.
Tell us about the Certificate of Authenticity (COA) for your copy of Windows XP.
1. What edition/version of Windows XP is titled?
· Home
· Professional
· Media Center
2. Does it read "OEM Software" or "OEM Product" in black lettering?
3. Or, does it have the computer manufacturer's name in black lettering?
4. Please provide the customer scenario you are experiencing.
5. DO NOT post the Product Key.

Then, please respond here with the following information so that I may follow up with our department.
· Was this an individual or an actual business selling the product on EBay?
· Did you receive the original software media disc, proper packaging and COA with the purchase?
· Research and see if the person has an actual store front as well verses selling as an individual. Next please try and see if he has sold other Microsoft Windows. Maybe he has a high negative feedback. Maybe other people have filed against this customer already.
· Please provide EBay Alias contact information and direct EBay link where you purchased the product to us.
· Please post the auction number for what you bought on eBay.
· Please provide us with answers and any other information which may be helpful.
