Failed windows reactivation after New Hardware Installed

Using Win XP on my computer. I've just had a failure of my graphics card and had to replace it. At the same time, we added additional memory and a new power supply.
Now I am getting an error message from Windows that says:
"Since windows was installed on this computer the hardware has changed significantly. Windows must be reactivated within 3 days. Do you wish to reactivate now?"
However, when I try to reactivate, the reactivation fails with error:
DLL C:\Windows\system32\oobe\MSOBWEB.DLL is not a valid windows image. Please check against your installation diskett.
I have followed all the steps I found here: http://support.microsoft.com/kb/307890/en-us with no luck

Resolved this issue myself with complete reinstall of Windows and all my software. 5 years worth of
updates and 2 weeks of work to update all my software. Sure wish there had been a better answer but
for me this is what it took. Still working to get things back to where I need them.

I suggest running SFC /SCANNOW from a Command Prompt - you will need your Windows XP installation disk handy.
