  不登錄域, 就允許修改用戶自己的密碼, 一種常見的方法是通過 Exchange Server 的 OWA 功能實現, 只要用戶能訪問到在外網公開的 OWA 網址, 登錄後, 就可以改變密碼.

  根据我的研究，我们可以配置使用web方式修改域用户帐户密码。

  在windows server 2012中，我们可以在IIS中开启PasswordChangeEnabled，然后使用web方式修改域用户帐户密码。

  在Windows 2008 R2的IIS中默认没有PasswordChangeEnabled这个选项，我们可以通过安装一个KB来达到同Windows 2012中一样的效果，请参考以下KB：

  注：以上两种方法均需要安装RDS服务。

  此外在Windows Server 2008中，作为Workaround，我们也可以将Windows 2003 IIS中自带修改域用户密码的ASP网页文件iisadmpwd模块移植到Windows Server 2008中。具体方法请参考以下文档：
