    你好，

    ADMT 3.1 只能在server2008 上使用，不知道您的操作系统都是server2008 么？

    试试打开下面这个网址：

    https://connect.microsoft.com/site1164

    点击ADMT,应该会出现下面这些选项：

    然后选择你想要的语言，下载就可以了。

    这是ADMT 3.2 的下载地址。

    至于ADMT 3.1 的下载地址，确实以前的下载地址已经不能用了。如果您是server2008R2及以上版本的话，就用ADMT 3.2吧。
