Windows Server 2008 R2 部署这个GPP 时是没有Internet Explorer 11的，只有在Windows Server 2012 R2上会有Internet 10, 再通过Internet Explorer 10 的部署可以延伸到Internet Explorer 11.
对于基于Windows Server 2008 R2这个操作系统，你只能在GPP里面设置关于代理服务器的注册表键值的策略，再把它推到域里面。这样做的话你首先得找到控制代理服务器的注册表键值，然后才能设置。
或者您可以考虑使用IEAK来设置。
Internet Explorer 维护”选项在最新的组策略中已被Group Policy Preference和 IEAK 取代。以下文档可供您参考。

1.点击“开始”，输入“group policy management”。
2.选择你想要编辑的域并右击 > 选择“Create a new GPO in this domain”

6.在新的对话框中选择“连接”列表 > “LAN”设置
