请问您的RDS服务器是什么版本的系统呢？ 可以在系统中，运行“msinfo32”或者“winver”查看系统版本。
此外，请问是AD域环境还是工作组环境呢？
常规情况下，我们需要执行以下2个步骤来部署RDS Licensing 服务器。
1．
激活远程桌面许可证服务器：
远程桌面授权管理器 -》右键单击服务器名称并选择激活服务器，根据向导完成信息填写。
2．
安装RDS CALs：
远程桌面授权管理器 -》右键单击服务器名称并选择安装许可证，根据向导提示输入许可证的信息并完成安装。
请确认您完成了上述两个步骤，
如果是Windows Server 2008 R2及之后的版本，请确认以下设置：
1．
指定并配置了RDS CALs 模式 – 用户或者设备模式。
2．
在RDS部署中，指定了RD Licensing服务器。
在AD与环境中，如果您的RDS部署中安装了Connection Broker（远程桌面连接代理），在该服务器中打开 RDSM -》您已经创建的collection的属性-》RD Licensing一栏中，配置上述两个设置项。如果是工作组环境，需要通过本地组策略配置这两个设置：
Computer Configuration -> Administrative Templates -> Windows Components -> Remote Desktop Services -> Remote Desktop Session Host -> Licensing -> "Use the specified RD license servers" 和 "Set the Remote Desktop licensing mode"。
此外，请打开服务器管理器 -》RD授权诊断程序，运行该诊断工具并确认诊断结果。
