XP SP3? Are you talking about Vista?

Seriously, XP SP3 (all languages) is really available on MSDN/TechNet subscription site now. You can also find the related forum here: http://forums.microsoft.com/TechNet/ShowForum.aspx?ForumID=2010&SiteID=17
