install Chinese Microsoft Outlook 2003 in English Windows 7

   -installed MS Outlook 2003 (Chi.) into Windows 7 (Eng.)-New notebook (Acer 4741G)

  -try to import/export data, but the icon becomes grey.

  -can't use this icon.

  =>try to change the language settings (MS office tools) but still doesn't work.

  Would you pls let me have some suggestions.
