Rebuild Performance Counter Manually?

I have the web link to rebuild performance counter manual in http://support.microsoft.com/kb/300956/en-us.
My OS is Vista Premium (OEM) such that there is no setup file in my computer. I have not the file perfc009.da_ and perfh009.da_. How can I get them?
Also, when I follow the procedure I do not found any ini for rebuild. Does anyone have any experience?

From the link you given, the KB has mention,
"Expand the Perfc009.dat file and the Perfh009.dat file. These files are located on the Windows 2000 CD-ROM. The compressed files are found at DriveLetter:\i386\perfc009.da_ and at DriveLetter:\i386\perfh009.da_. Replace the files that are in the %Systemroot%\System32 folder."
So you have to get one Win2000 CD.
Also, I think that KB is only teching you that to rebuild the Performance Counter. So you have to be finished the installation of it in normal way and rebuild it. It is not teaching you to manual rebuild WITHOUT installing it before.

In that case, may be you can ask if any of your friend have Vista CD that you can use to copy the files that u need.
Have you try to run Windows updated to see if it could solve your problem? E.g. Uninstall any stuff that you have installed for SQL 2008 and reinstall it.
I am using Windows Vista Home Premium on my Laptop, I can install SQL 2008 Express with Advanced Service.
Have you tried the method I posted on your another post. See if it works

I have got both files from internet. But,I don't know which os is supported for those files? After rebuilding the performance counter, the problem does not solve. I don't know those file should be different for variaous OS?....
Also, My OS is traditional chinese, it might be problem.
