Adding Remote Desktop sessions in Windows Server 2003 R2

I had a server running windows server 2003 R2 std.
I want to increase the remote desktop sessions for users to access with RDP.
After all kind of configuration, remote desktop was unable to connect to the targeted server from user side.
I had done the following procedure to add remote desktop sessions.
1. added terminal server licensing service
2. activated the target server terminal server license
3. added bought remote desktop server CAL to the licensed server (3 user Cal)
4. added terminal server role
5. added three new local users in windows (user1, user2 and user3)
6. added the new users to group "Remote Desktop User"
7. configured the terminal server configuration to "per user" and "unlimited connection"
And the result can be seen from above screen captured, the remote desktop connection cannot be reached from user side.
And one of my friend suggested that the same things done in window server 2000 can work fine.

Hi,
Please make sure RDP is enabled and users have RDP rights.
Check if port 3389 is open/listening, use telnet/netstat commands.
Try Disable firewall.
Were you able to RDP before?
Try to RDP to localhost on the same server to see if something is wrong with the server or with network connectivity.

The remote desktop was doing fine before adding remote desktop sessions.
i had checked the following of the terminal server locally,
1. telnet port 3389 (RDP)
port 3389 is listening and RDP port setting is also 3389
2. RDP is enable in system properties -> remote settings
3. firewall is disabled in the terminal server.
when i want to fall back (remove terminal server and just allow two admin RDP connect at the same time), the remote desktop cannot connect anyway.
i need to delete the registry key of
Certificate
X509 Certificate
X509 Certificate IDplease refer to

After deleting the registry, enable remote desktop and restart the server. The remote desktop session works again.
However i needed three remote desktop sessions which can connect at the same time.To add remote sessions, it requires the terminal server service and also the bought user cal. And it just doesn't work with the above mentioned procedures.
