  Are you using WIndows Vista? If so. The following document may be able to help you.

  May be you can try to repair the user profile as well.

  Is it possible for you to run System restore? Maybe It could help.

  Dear Customer,

   

  I would like to confirm whether the problematic profiles can load properly via console mode or logging locally (not via RDP session). If not, it is not a Terminal related issue. Based on my experiences, Enabling Terminal Services will not cause this issue.
  I suggest you review the following KB article (although it applies for Windows Vista, but the symptom is the same):
