    How to use a group police to block the IE URL?
    If no , have any other suggestion to block a IE URL?

    Based on my research, we don't have an option to block all the websites except some sites on IE settings. But we can block some sites and allow all other sites by setting Content Advisor in Internet Options.

    For more detailed information about how to use the Content Advisor to control access to Web Sites in Internet Explorer, you can access the following link:

    To block all the web sites, there are some options not via IE:

    1. Set a fake proxy server on computer and add the excluded site in the Exceptions via group policy.
    We can edit this group policy in [User Configuration --> Windows Settings --> Internet Explorer Maintenance --> Connection] and fill a fake proxy server. (for example, In Exceptions, type the URL of the site which you want the users can access.
    Note: This policy will have effect on other applications which are based on IE proxy and the setting can be modified by the users.

    2. You can also try blocking at Proxy/Firewall level.
