Thanks for your clarification.Yes, we can use Bcc journaling to achieve this. Please see the following article about how to use Bcc journaling:

Hello Arthus,
I am not very sure about what you are concerning about. First, please consider the following scenario.
You create an e-mail message in the Draft folder. You add recipients to the Bcc box in this message. You use a Web Distributed Authoring and Versioning (WebDAV) program to send this message. A recipient of this message uses a third-party MAPI client computer to forward this message to another recipient. In this scenario, the recipient of the forwarded message may be able to see the recipients that you added to the Bcc box when you created the message.
Is this your situation? If so, please check the following 2 KB articles to apply latest Service Pack for Exchange server.
Recipients of a forwarded message may be able to see recipients in the Bcc box in Exchange 2000 Server or in Exchange Server 2003

The original BCC recipients are revealed when a MAPI client other than Outlook is used to reply to or to forward an e-mail message in Exchange Server 2003

Also, Exchange Server 2003 has some enhanced features since SP1, now called Message Journaling. Check this article:
